There will be a forum titled: "Are We Losing the Character of Charlottesville?" held in City Council Chambers on Thursday evening, January 29th from 5:30 to 7:00.

Charlottesville City Councilor Bob Fenwick will host an open community forum Thursday to discuss city planning, its processes, gentrification, neighborhood issues and other concerns constituents may want to discuss.

The Charlottesville City Councilors are continuing their tradition of going out into the community to seek input from residents. Meetings are scheduled for groups of neighborhoods in such a way that allows for the best use of resources, allowing Councilors to reach all residents in a timely manner. The Johnson Village/Fry’s Spring/Forest Hills neighborhoods are slated for Thursday, January 8, 2015, 6-8 PM, at Buford Middle School, 617 9th Street SW. Food and child care will be provided.

Monthly FSNA Newsletter
Dear FSNA Member,
Our next general membership meeting is Wednesday, August 13, 6:00-7:30 PM, at Cherry Avenue Christian Church. Normally this newsletter would include an agenda; however, this month there are several events of great interest to our neighborhood, and I'd like to take a moment to tell you a little about them, in chronological order.
In response to a motion approved by the general membership in 2013, Neighborhood Development Services (NDS) has initiated a study of the potential rezoning of properties currently zoned R2 in the areas of Stribling, Crestmont, and Shamrock, to R1S. A joint public hearing, before both City Council and the Planning Commission, will be held Tuesday, August 12, at 5:30 PM, in Council chambers.
From its inception, and in accordance with its constitutional mandate, your Neighborhood Association's goal is "the conservation and enhancement of the Fry’s Spring neighborhood as an attractive, safe, enjoyable place to live." We have always welcomed professionals, retirees, students, homeowners and renters alike, to this wonderful neighborhood, and that is not going to change. In requesting this rezoning, I am joining three past presidents and other committed members to ask the City to recognize and help us deal with the pressures of growth and its potential impact on the stability of our neighborhood, without adversely affecting the existing R2 properties' value as rentals.
We understand that this is a complex issue and we respect the concerns of R2 property owners. Mike Farruggio and Hardy Whitten are reaching out to concerned neighbors in the affected areas. If you do not have their contact information, please feel free to contact me at fsna.president@gmail.com and I will put you in touch with them.
Next, the 3rd Bike-Walk-Play JPA event will be held Saturday, August 16, from 9:00 AM to noon. It is shaping up to be a great time! As their Facebook page says, "The event will stretch for 1 mile from the JPA Bridge to the Harris/Camellia/JPA Extended intersection. Through active recreation and transportation, Bike Walk Play JPA celebrates and builds connections - ...between people to each other, to their neighborhood, to local organizations, and to local businesses. It encourages people to discover not only that they can bike or walk to places they want to go, but also the fun of ‘getting’ there! Come Bike with us, Walk with us, and Play with us!"

Volunteers can enjoy free coffee and bagels before the event begins on Saturday.

Finally, there is another public hearing coming up, this one with regards to establishing an honorary national historic preservation district in our neighborhood. On Monday, August 18, at 6 PM, in the Fellowship Hall of Cherry Avenue Christian Church. Officials from Richmond, as well as Mary Joy Scala, a City Preservation and Design Planner (and Fry's Spring resident!) will be available to field your questions.

I'd say "that's all we have going on in August!" but then I would be leaving out the improvements that are being made to Azalea Park and Old Lynchburg Road. Not only that, but your Board and members daily advocate for safe walks to school, good public transportation, and so much more.
Hoping you can attend as many events in August as you can, and thanking all of you for making Fry's Spring such a dynamic and beautiful place to live,

From
May 27th through May 30th the Toole Design Group and City
Staff will be conducting a Design Charette on City Street Design. There will be stakeholder meetings,
presentations and drop-in opportunities during the week.
This
memo is to give you background information and the schedule of meetings.
All
meetings are at City Space.
The
first is a stakeholder meeting for neighborhood leaders. This is not a public meeting so we would like
for you to come or send one representative of your neighborhood. The meeting is

is additional background information.
Background:
In February 2014, City Council reaffirmed its
commitment to creating complete streets for all users and adopted a resolution
to consider the context surrounding the streets as part of any future street
design process. As part of the resolution, Council directed staff to undertake
a planning process that will reflect the understanding that streets serve a
multitude of transportation, economic, social, recreational and ecological
needs that must be considered when deciding on the most appropriate design.
Process:
The first phase of the planning process will kick-off
on May 27th with a 4 day street design workshop that will establish
a vision to better accommodate and prioritize the multiple users of
Charlottesville’s streets and we hope you will be able to share your insight
throughout the process. The public is invited to attend a kickoff meeting on
Tuesday, May 27th to learn about the process and hear a presentation
from Ian Lockwood on the topic of Livable Streets. Drop in times are scheduled
on Thursday, May 29th from 11:00 am -1:00 pm and from 6:30 pm to
8:00 pm for public to review progress. Revised drawings based on public input
will be available for review and comment on May 30th at a final
presentation from 4:30-5:30 pm at City Space.

Deliverables:
The creation of the Street Design Guidelines shows the
City’s commitment toward balancing the needs of all street users, with a
particular focus on the pedestrian environment and how streets can be used as public
space. The Guidelines will recommend streetscape elements based on the type of
street (local collector, arterial) and the character district the street passes
through (downtown, neighborhood center, traditional neighborhood, local or
regional commercial, recreation/open space, or industrial, etc.).
Next Steps:
Throughout the summer, city staff will be reviewing
relevant City ordinances and engineering standards that affect the way our
streets are designed to achieve the vision set out during the street design
workshop.
A final plan that will include the results of the
policy audit and street design workshop will be completed by June 2015.

Weigh In On The Future of West Main Street
The City of Charlottesville has recently hired a consultant group to do a redevelopment plan for the West Main Street corridor between the downtown mall and the University. The City will be holding a public meeting on Saturday, December 7th, from 10 am – 2 pm at the Carver Recreation Center at the Jefferson School. No matter where in the City you live, West Main is your street, and this meeting will be a great chance to share your opinions about what you’d like to see happen in the future.

FSNA Is Pressing the City to Hold Hearings Related to the Downzoning of the Neighborhood

The following letter is what the FSNA Board approved to send to Jim Tolbert, Director of NDS. I am sending this to you directly as during a phone conversation I had with Jim on Friday, he explained to me that your direction for this study would be required and we should send this to you directly to have placed on Council's agenda for approval of this direction. So please review the letter approved by the Fry's Spring Neighborhood Association Board below and direct Neighborhood Development Services to proceed with the Survey and Public Hearing for rezoning.

The following is an exciting list of FSNA cookout events for the next few weeks:
Friday, 8/30 - SOFT opening of GameDay restaurant at the JPA/Fontaine Corner for Fry's Spring Residents to sample. Show up for complementary samples of their menu. Opening day to follow within days from 8/30, probably not Sat but soon thereafter.
Wednesday, 9/11 - Next FSNA monthly meeting - 6PM at the Cherry Avenue Christian Church. Meeting agenda will be provided prior to the meeting and the meeting will last no later than 7:30PM. Show up or email me to grill input for following FSNA Candidates Forum candidates and City Leaders Town Hall grill nights.
Thursday. 9/12 - City of Charlottesville Town Hall - Exciting opportunity to grill Your City Council and other City Leaders to share concerns, complements, and areas of improvement with the department leaders and City Council members of the City of Charlottesville. This event will begin at 6PM at Jackson-Via Elementary School and provide dinner and child care for all attending.
Wednesday, 9/18 - the long awaited notification of the FSNA City Council Candidates Forum is HERE. At 6PM sharp at the Jefferson Park Baptist Church in the Downstairs Fellowship Hall, we will begin a grilling of the Democrats and Republicans running for City Council. 2 Hot Seats are Open and 4 are running. It will be fun.

City Council to Consider Lowering Speed Limit on Section of JPA Extended
At the Monday, April 15th City Council meeting, councilors will hear the first reading of a staff report that does NOT recommend lowering the current limit of 35 mph on the .33 mile stretch of road from Cleveland Avenue to Fontaine Avenue.
