Charlottesville : News and Press Releases:

Old Lynchburg Road Project Inches Closer to Start

From City Engineer Tony Edwards:
The meeting went well and we covered a lot of good project details with the Finley Asphalt & Sealing representatives. The general consensus has been that we will be able to work well with them and that they are capable of performing a good job, while respecting the neighborhood’s needs.  The contract approvals are on schedule and we anticipate issuing a Notice To Proceed early next week. So believe it, the time has come for work to begin, Merry Christmas! I would appreciate it if you would provide notification to those on your neighborhood e-mail distribution list(s). They will begin at the Middleton Ave. / OLR intersection area first with erosion control measures, utility markings and storm drainage pipe work. They will clean up and secure the site before the Christmas Holiday’s begin and resume work fully after the New Year begins.

Old Lynchburg Road, Safety, Sidewalks and Drainage Update

From Charlottesville City Engineer Tony Edwards on November 14th:

"City staff has been working hard to verify that the bid documents provided by Finley Asphalt & Sealing , as general contractor, are complete as required. I realize that their name is misleading perhaps, but they are capable of providing all the site work services that this project requires and their previous employers have given them high marks.  We feel that award of the contract can be made soon so we will be setting up a pre-construction meeting date next with the contractor."

OLR Safety, Sidewalks & Drainage Update

September 6, 2012 Update from Charlottesville Engineer Tony Edwards:

There has been a lot of positive movement towards completing the necessary property transactions. City Council has met on August 20th & September 4th about items related to the sale of property to the city and the city conveying a strip of existing right of way along Old Lynchburg Road to the Fry’s Spring Beach Club. Both parties are moving forward with finalizing the remaining details relating to the agreement. One more right of way request was deeded to the city yesterday.  It is expected that 1 more right of way acquisition will be finalized this Friday. Out of the 9 total right of way requests required only one should be remaining after this week. The owner & mortgage company have agreed with the city’s request, however they are working the terms of their internal process. We hope to have the results of their meeting next week.

Old Lynchburg Road Sidewalks, Safety, and Drainage Project Update

From City Engineer, Tony Edwards:
Here's a quick up-date as promised, for your FSNA meeting Wednesday.

Aside from the right of way acquisition issues that you have been closely involved with, we have also gotten the revised right of way agreement forms from Va. Dominion Power for the overhead power lines that will be relocated over the FSBC property. This will be sent for their review & signature this week. The Sale of Property for the FSBC, right of way adjustment for the FSBC and to second reading for the Laurel Street closure, with a 5' wide pedestrian access easement are all coming up for reviews and approvals this month.

Project movement looks good and we are excited about getting to bidding
phase and then construction.

Fontaine/Maury/JPA Water Line Replacement Update

Here is the schedule update for the Fontaine Waterline work. There have been some technical issues to resolve that have resulted in a slight delay to the work, but we are just about ready start.

Phase 1: (JPA Bridge/Maury)

  • 6/25/2012: The contractor will set up the traffic control for the night work to take place near the JPA bridge project.
  • 6/26/2012: Beginning at 9 pm, the night work portion will begin adjacent to the JPA bridge project site. The night work will last approximately 2-3 weeks. During the night work, traffic on Fontaine will be detoured around Mimosa to Stadium Road and back down Shamrock to JPA, as needed. When the detour is active, local streets will remain accessible, but the intersection of JPA/Fontaine/Maury will be closed to through traffic. The intersection will be reopened by 6 am the following morning.

Phase 2: (Fontaine from Westerly to Appletree)

  • 6/21/2012: The contractor will put up "NO PARKING" signs on Westerly near Fontaine and on Fontaine between Westerly and Summit. The parking restrictions will not begin until 6/25/2012 and will continue for the duration of the project, as needed.
  • 6/25/2012: Work will begin on Phase 2. The contractor will begin digging test holes. Work in this area will be during the day from 9 am to 7 pm.

We certainly appreciate everyone's patience and cooperation as we work to complete this difficult project as quickly as possible. I will continue to send updates to this distribution list as the project continues. Please let me know if you have been added to this email list by mistake or know of someone that should be added.

Please let me know if you have any questions.

Thanks

JPA Bridge Update

JPA Bridge Task Force (BTF) - Bridge construction is proceeding on schedule.  JPA BTF, Hardy Whitten, and Michael Petrus met with Greg K. from VDOT and Jeannette J. from City NDS to discuss the current concern of the sloped sidewalk running from Todd Ave. up to JPA.  The concern focuses around two 90 degree turns that the JPA BTF would like to see minimized or removed assuming ADA slope engineering requirements may be met.  The JPA BTF recogized this concern prior to the beginning of construction and earth moving component of the sidewalk and stairwell component of the project.  JPA BTF expects to hear back from VDOT prior to the June 13th FSNA monthly meeting and may update then.
