CAT to Reroute Through Willoughby

CAT to Make Alignment Changes in Willoughby Square Shopping Center
Adjustments will take effect Saturday, October 18

Charlottesville, Virginia... 10/14/2014... Starting Saturday, October 18, Charlottesville Area Transit (CAT) will reroute routes 3, 4, & 6 through the Willoughby Square Shopping Center.  Rather than using the entrance off of Harris Rd, all three routes will access Willoughby Square via the two 5th St Ext entrances.  The current bus stop which is located on the northeast side of Food Lion will be relocated to the southeast side near the front entrance.
In addition, Route 3 will no longer serve the Willoughby Square Shopping Center when traveling in the northbound direction from Southwood.  Passengers who typically connect from Route 3 to Route 4 when traveling in this direction are encouraged to disembark at the bus stop located on 5th St Ext in front of Hardee's (Stop #15785).
Lastly, the new routing alignments may cause slight delays to Route 4, particularly in the late afternoons when traffic flow increases.  Passengers are encouraged to check CAT's real-time information either by calling 434-970-3649 or by downloading CAT's mobile app before making their way out to their CAT bus stop.

Utility Installation Project to Begin in Late October on Jefferson Park Circle


I am writing to inform the Fry’s Spring Neighborhood Association about a utility installation project on Jefferson Park Circle. The need for the project was identified when reports of low water pressure were investigated. A new water main will be installed in the eastern loop of JPC from the intersection at McElroy to the intersection of Park Road and Brunswick Road. The new water main will improve flow and water quality for the houses along this stretch and a new fire hydrant will be installed to provide much needed fire protection for the neighborhood.
 
I expect that the project will begin near the end of October and should last 6-10 weeks. We will try to maintain through traffic during the project, but residents who use this road should be encouraged to find an alternate route, as vehicular traffic can significantly slow progress. Also, there may be times when the location of the construction requires a full closure of the road, except to local traffic only.
 
Additional notifications will be delivered directly to the residents immediately adjacent to the construction area.

Cleveland Avenue Clean Up

Several years ago the Fry's Spring Neighborhood Association "adopted" the stretch of Cleveland Avenue between Cherry Avenue and Jefferson Park Avenue. This Sunday, the 14th we will be meeting at 7:00 am at the bus stop at the corner of JPA and Cleveland for our annual clean up. This does not take very long and you can meet some neighbors!

Old Lynchburg Road Safety, Sidewalks and Drainage Update

From Charlottesville City engineer Tony Edwards:

I have recently confirmed with Snow’s Nursery  that they can provide the plantings at the Jones property this week. I have been looking for Larry and Janice’s phone number to let them know. It seems to be unlisted. If you would be so kind to provide it I will give them a call.

Since the well compacted bio-filter embankment has not allowed the seeding to completely take root and a future trail base will be needed in the same area the city has elected to place some of the stone base now and prevent any bare areas from eroding . The silt fence is the protective measure left in place until the stone is placed. Snow’s will also be installing this material.

The  Parks and Public Service departments have been notified  about  the questions of the kudzu management and maintenance on the city’s Bio-filter area as requested. They are currently looking into the matter.

The contract items are complete and the additional items noted above are scheduled to be completed this week.

Service Changes
Effective August 16, 2014

Charlottesville, Virginia... 8/13/2014... On August 16, 2014, Charlottesville Area Transit (CAT) will implement a new service schedule. Changes to the schedule include minor route alignment tweaks, frequency adjustments, and an increase in service hours.
The following changes will occur:
Route 1 will return service to Monticello Road. The route will serve Monticello Road on its return trip from PVCC. The stops on Monticello Avenue at Elliott Avenue (Northbound) and Monticello Avenue at Blenheim Avenue (Northbound) will be discontinued. Three new stops will be implemented along Monticello Road including one near 1400 Monticello Road. Route 1 will also bypass East Market Street on its return from Riverside Avenue. The bus stop at East Market Street at 18th Street NE (Westbound) will be discontinued. The stop on Chesapeake Street at 18th Street NE (Westbound) will be reinstated. The layover at PVCC will occur at the Stultz Center instead of the Main Building. When leaving the Stultz Building, the bus will travel to the Dickinson and Main Buildings. The service day will be extended from 9:30 PM to 10:00 PM, Monday through Friday.

Route 4 will extend its service day from 11:45 PM to 12:00 AM Monday through Saturday. The route will end at Willoughby Square Shopping Center instead of the UVA Hospital. The route will also have a -5 minute time point shift at the hospital and a -10 minute time point shift at Jordan Hall. The time point shifts will increase passenger transfer efficiency at the Downtown Transit Station.
Route 6 will extend its service day from 11:45 PM to 12:00 AM Monday through Saturday.  The route will end at Jordan Hall instead of Willoughby Square Shopping Center.  The route will also have a -5 minute time point shift at Willoughby Square Shopping Center when traveling inbound towards the Downtown Transit Station.
Route 7 will increase its frequency from every 20 minutes to every 15 minutes Monday through Saturday between the times of 6:25 AM and 7:40 PM. The adjustment in frequency will increase transfer opportunities between the Route 5 and Route 7 buses at the Barracks Road Shopping Center.
Route 8 will have a -5 minute time point shift at the CVS in the Barracks Road Shopping Center. This time shift will occur when the bus is traveling outbound to the Shops at Stonefield and inbound to the Downtown Transit Station.
Route 10 will extend its service day from 6:30 PM to 11:27 PM. The increase in service hours will allow evening access to Martha Jefferson Hospital.
On Sunday afternoons, the Free Trolley will operate every 20 to 25 minutes instead of every 45 minutes.

Monthly FSNA Newsletter

Dear FSNA Member,

Our next general membership meeting is Wednesday, August 13, 6:00-7:30 PM, at Cherry Avenue Christian Church.  Normally this newsletter would include an agenda; however, this month there are several events of great interest to our neighborhood, and I'd like to take a moment to tell you a little about them, in chronological order.

In response to a motion approved by the general membership in 2013, Neighborhood Development Services (NDS) has initiated a study of the potential rezoning of properties currently zoned R2 in the areas of Stribling, Crestmont, and Shamrock, to R1S. A joint public hearing, before both City Council and the Planning Commission, will be held Tuesday, August 12, at 5:30 PM, in Council chambers.

From its inception, and in accordance with its constitutional mandate, your Neighborhood Association's goal is "the conservation and enhancement of the Fry’s Spring neighborhood as an attractive, safe, enjoyable place to live." We have always welcomed professionals, retirees, students, homeowners and renters alike, to this wonderful neighborhood, and that is not going to change.  In requesting this rezoning, I am joining three past presidents and other committed members to ask the City to recognize and help us deal with the pressures of growth and its potential impact on the stability of our neighborhood, without adversely affecting the existing R2 properties' value as rentals.

We understand that this is a complex issue and we respect the concerns of R2 property owners. Mike Farruggio and Hardy Whitten are reaching out to concerned neighbors in the affected areas. Next, the 3rd Bike-Walk-Play JPA event will be held Saturday, August 16, from 9:00 AM to noon. It is shaping up to be a great time! As their Facebook page says, "The event will stretch for 1 mile from the JPA Bridge to the Harris/Camellia/JPA Extended intersection. Through active recreation and transportation, Bike Walk Play JPA celebrates and builds connections - ...between people to each other, to their neighborhood, to local organizations, and to local businesses. It encourages people to discover not only that they can bike or walk to places they want to go, but also the fun of ‘getting’ there!  Come Bike with us, Walk with us, and Play with us!"

Officials from Richmond, as well as Mary Joy Scala, a City Preservation and Design Planner (and Fry's Spring resident!) will be available to field your questions.

I'd say "that's all we have going on in August!" but then I would be leaving out the improvements that are being made to Azalea Park and Old Lynchburg Road. Not only that, but your Board and members daily advocate for safe walks to school, good public transportation, and so much more.

Old Lynchburg Road Safety, Sidewalks, Drainage Update

Good morning everyone,
Here is the Old Lynchburg Road Sidewalk Safety and Drainage Project update for 8/4/14.
The drainage structure adjustments have been made and recent rains indicate that they are taking in the storm water. S. L. Williamson has completed the mill and overlay of the asphalt surface near Middleton Lane. Four new dogwood trees have been installed within right of way at the southeast corner of Middleton Lane and OLR. The removal of the double yellow center line in front of 301 Middleton Lane has been performed and the  center line restriping in two other areas was completed. The city will be incorporating planting list for 301 Middleton with reseeding work at the city lot behind the Beach Club.

Old Lynchburg Road Safety, Sidewalks and Drainage Update

Here is the Old Lynchburg Road Sidewalk Safety and Drainage Project update for 7/9/14.

The contractor has completed  adjustments of all drainage structures. The contractor is scheduling S L Williamson to provide a mill and overlay of the asphalt surface between the 3 drainage structures, nearest to Middleton Lane. This is expected to begin next week.

The removal of the double yellow line in front of 301 Middleton Lane and restriping in the other areas of the project will follow the minor asphalt overlay.

The city has received a  list of damaged plantings at 301 Middleton and is in the process of getting quotes for their replacements.

Traffic controls will continue next week and traffic will be limited to one lane during the day time work hours. Brief delays can be expected.

Want To Turn Your Roof Into a Power Plant? Come Learn about Solar Power in the 'Hood

Solarize Charlottesville is kicking off tomorrow July 1. The launch event will be at Mary and Jack Wilson’s house 317 Monte Vista from 11-11:30am. As part of the Fry’s Spring neighborhood, neighbors are invited to stop by for the event, to learn about the Solarize Charlottesville effort, and to speak with the Wilsons about their experience with rooftop solar PV.  Local news and media will likely be present.

Solarize Charlottesville is a grassroots, community-based outreach initiative  sponsored by the Local Energy Alliance Program (LEAP) in partnership with the City of Charlottesville, Albemarle County, and the UVA Community Credit Union. Charlottesville and Albemarle homeowners will be encouraged throughout the summer to “Soak up the sun. Soak up the savings.”

Old Lynchburg Road Safety, Sidewalks and Drainage Update

Old Lynchburg Road Sidewalk Safety and Drainage Project update for 6/25/14.
The contractor has completed the trail and sidewalk connection at the new pedestrian cross walk with flashing warning lights, step repair at #118 OLR, and asphalt patching.
The contractor has completed  adjustments at all drainage structures, except those near the Middleton intersection. Temporary asphalt patching has been installed in this area until the new concrete drop inlet*( DI-1 top) can be manufactured and tested. This is expected to take two weeks.
The removal double yellow line in front of 301 Middleton Lane is being scheduled for next week.
The city still needs a list of damaged plantings at 301 Middleton in order to  provide replacements.
Traffic controls will be in place and traffic will limited to one lane during the day time work hours. Brief delays can be expected.

From May 27th through May 30th the Toole Design Group and City Staff will be conducting a Design Charette on City Street Design.  There will be stakeholder meetings, presentations and drop-in opportunities during the week.

This memo is to give you background information and the schedule of  meetings. 

All meetings are at City Space.

The first is a stakeholder meeting for neighborhood leaders.  This is not a public meeting so we would like for you to come or send one representative of your neighborhood.  The meeting is

Below is additional background information.

Background:
In February 2014, City Council reaffirmed its commitment to creating complete streets for all users and adopted a resolution to consider the context surrounding the streets as part of any future street design process. As part of the resolution, Council directed staff to undertake a planning process that will reflect the understanding that streets serve a multitude of transportation, economic, social, recreational and ecological needs that must be considered when deciding on the most appropriate design.

Process:
The first phase of the planning process will kick-off on May 27th with a 4 day street design workshop that will establish a vision to better accommodate and prioritize the multiple users of Charlottesville’s streets and we hope you will be able to share your insight throughout the process. The public is invited to attend a kickoff meeting on Tuesday, May 27th to learn about the process and hear a presentation from Ian Lockwood on the topic of Livable Streets. Drop in times are scheduled on Thursday, May 29th from 11:00 am -1:00 pm and from 6:30 pm to 8:00 pm for public to review progress. Revised drawings based on public input will be available for review and comment on May 30th at a final presentation from 4:30-5:30 pm at City Space.  We hope you will save the dates!

Deliverables:
The creation of the Street Design Guidelines shows the City’s commitment toward balancing the needs of all street users, with a particular focus on the pedestrian environment and how streets can be used as public space. The Guidelines will recommend streetscape elements based on the type of street (local collector, arterial) and the character district the street passes through (downtown, neighborhood center, traditional neighborhood, local or regional commercial, recreation/open space, or industrial, etc.).

Next Steps:
Throughout the summer, city staff will be reviewing relevant City ordinances and engineering standards that affect the way our streets are designed to achieve the vision set out during the street design workshop.

A final plan that will include the results of the policy audit and street design workshop will be completed by June 2015.

Here is the Old Lynchburg Road Sidewalk Safety and Drainage Project update for 5/ 13/14.

Vess Excavating will start their work on 5/14/14 with saw cutting the asphalt at various location along OLR.
The drainage work is still anticipated to begin near the intersection of OLR and Middleton Lane .
The work will  proceed from there up Old Lynchburg Road.
It is expected that the work will be substantially completed within 21 days.

Fire Chief Werner Invites You and Your Family to the Grand Opening of the Fontaine Station & Training Center, May 10th



I hope you are enjoying Spring!

I wanted to send a personal note to invite you and your family to the Grand Opening of the Fontaine Station & Training Center. The event will be held on Saturday May 10 from 11 am to 3 pm. There will be a ribbon cutting ceremony, station tours, demonstrations and free hamburgers, hotdogs and drinks.

Parking will be at either the Trinity Presbyterian Church further down on Fontaine or the Forestry Offices located in the Fontaine Research Park. Shuttle service will be provided regularly. More details to follow.

The task order has been advertised for bids. They will be reviewed next week for approval. Trees, top soil, seeding and mulching items are being added to the city's contract with Snows Nursery. The Welcome to Fry's Spring Neighborhood sign location has been remarked for review and sign is ordered.

Old Lynchburg Road Safety, Sidewalks and Drainage Update

MISS Utility markings should now be complete by all utility companies and the site will be reviewed for exact location of the new Welcome to Fry's Spring Neighborhood sign.

Now that better weather is in the future forecast, we plan to advertise a task order for the remaining work items next week. A complete list of locations will be sent out by email later this week.

Snow's nursery has confirmed that the remaining list of trees requested have been delivered to their yard and we will be coordinating an exact date for installation . We plan to send out an email for distribution once that date is set.

Charlottesville Area Transit to Experience Rolling Detours and Delays

Charlottesville, Virginia... 3/26/2014... Due to the Charlottesville Ten Miler on Saturday, March 29th, Charlottesville Area Transit (CAT) will experience rolling detours and delays. This will affect the Free Trolley, Route 1, Route 3, Route 4, Route 6, Route 7, Route 8, Route 9, Route 10, and Route 11.  Route 5 will not be affected by the race.

The rolling detours and delays will last from 6 AM to 1 PM.  Routes that travel along West Main Street, Preston Avenue, Old Preston Avenue, East Water Street, University Avenue, and Alderman Road will experience the greatest impact.

CAT will try to maintain normal routing structures when possible.

Passengers are encouraged to plan accordingly and, if possible, travel outside of these times.

Old Lynchburg Road Safety, Sidewalks and Drainage Update

A “Welcome to the Fry’s Spring Neighborhood” sign has been approved and will be ordered soon for the Azalea Park city limits area. It will have the same look as the one installed near the Jefferson Park Avenue Bridge. Fabrication and installation of the sign is currently at 4 to 8 weeks.  The location will be staked out in the next couple of weeks for review and any potential utility conflicts. 
The final scope for the identified work items are being placed in a Task Order for bid in the next couple of weeks. The bids will be reviewed for acceptance and with weather permitting the work should soon after the preconstruction meeting. 
All remaining new tree work will be provided by Snow’s Nursery this spring.

Old Lynchburg Road Work to Continue Monday, February 24th


Old Lynchburg Road Safety, Sidewalk and Drainage Project Up-date
2/21/14
The contractor will be on site, Monday 2/24/14, performing sidewalk work in the area of the pedestrian cross walk  next to the flashing safety lights. It is expected that the work will take one day (9:30 am to 3:30 pm), weather permitting, and will require one travel lane and a section of sidewalk to be  closed along the north bound side. Two way traffic will be maintained by flagmen during this time.

there will be a 300’ lane closure tomorrow and Friday from 9:30 am to 3:30 pm. The contractor will be addressing  the potholes that developed in the area of the midblock pedestrian cross walk. Flagmen will maintain one lane open at all times, but there may be some minor delays to the traveling public.

"The City has been meeting with the design consultants, and general contractor on site to investigate the potential sources causing potholes and a sidewalk crack which developed during the cold temperatures,  near the pedestrian cross walk section of the street. Once a determination has been made, the schedule set and the weather conditions improve to an acceptable range, these areas will be repaired along with the punch list items."

Rivanna Solid Waste Authority will be holding a Household Hazardous Waste collection event on Friday, March 14, from 2:00 pm to 6:00 pm and Saturday, March 15, from 9:00 am to 2:00 pm. The event will be hosted at RSWA’s Ivy Material Utilization Center located at 4576 Dick Woods Road, Charlottesville, VA 22903. The remaining tree work will be performed once the best weather presents itself for planting in unfrozen and unsaturated ground. Time to Say Goodbye to Your Christmas Tree


















Christmas Tree Pickup Begins January 6, 2014

Charlottesville Christmas Tree Curbside Pickup will be the week of January 6, 2014. Trees must be at the curb side by 7:00 AM on January 6 to be collected sometime that week. Trees should not have lights, nails, tinsel, ornaments, or tree stands. After collection the trees will be taken to Darden Towe Park and turned into mulch.

Free mulch from recycled trees will be available starting February 1, 2014 at Darden Towe Park.
